Auto insurance requirements are created and enforced by the states, and only apply to those who wish to drive. You have the option to walk, bike, take public transit, carpool, or otherwise get a ride if you can't or won't buy auto insurance. Medical insurance is now a federal requirement, and applies to everyone, period. The only option you have to avoid it (and the fines and potential jail time for noncompliance) is to be dead. It's really not an apt comparison at all.

Sorry, but we do not support running our games under emulation as a general rule. In this case, it appears that Parallels is not providing the game with sufficient information about the video chipset's functions or with enough access to it. The game should work fine though under Boot Camp (which only emulates the BIOS and otherwise runs Windows natively) if that is an option for you.

The "general welfare" clause does not cover ensuring *individual welfare*, IMO, rather it would include things such as infrastructure and security which are shared by all and allow people to see to their own individual welfare more effectively. As sins stores the settings in the user appdata folder on the local machine, it'll revert to defaults each time to take it to a new place, and the settings will only be stored on that machine. But it should run.
