Some of the candidates you mentioned are locked in the campaign mode. When you defeat that candidate, you are able to play it. There are plenty of candidates on here that can be downloaded, including a thread that I started. Do not change the core candidates file though, or you will have trouble playing some aspects of the game.

I surprisingly found Nixon rather easy to beat. On the Dem side I had a great deal of trouble with the equivelent character Clinton. The Dems need to nullify Bush's advantage by pointing out that in four years time the same issues will be on the board.
