When you say re-install the soundcard, do you mean the drivers? When the CPU spikes can you bring up task manager and see which process is using the CPU? You might try installing the software that came with the soundcard and then once everything is working upgrade to the latest version. Not sure exactly what you're going for but you can always use WMI to get the system info you're looking for.

Are you working with .CursorXP files? Have you tried to manually copy the files into the Cursor XP folder? Are the available themes just not showing up in the drop-down on the property page in your mouse properties? Do the default themes show up?

Software suffers from the same problem as music. All the locks and tricks in the book will only keep the honest people honest, and while better locks will keep the less motivated theifs from trying to steal something, there's nothing that can be done to keep the motivated people with nothing but time to kill from cracking just about anything. check out the various launchers on PalmGear (http://www.palmgear.com).. Most of them support skinning and many have icon packs and other goodies you can use to change the look of your Treo. I personally use MegaLauncher. It doesn't have as many skins as say LauncherX but I like the way it allows me to organize my apps.. Much better than the default Palm launcher.
If you are using XP you can go to the Appearance tab and select the Windows Classic style or the Default XP style and WB will no longer load. If you want to disable WB on a boot by boot basis you can hold down the Ctrl key while windows loads to keep WB from loading for that boot only.
I believe MS got their panties in a wad over Kol's excellent Vista skin and asked him to remove it from the site, and he did. So, I do not believe it is available for download any longer. If you can get in touch with Kol he may be willing to send it to you, but chances are you can't get it anymore.
I'm using an AMD 64 X2 4600+ and it works perfectly here.. I have 2 GB of ram and a GF 7800 GTX vid card if that makes any difference. I've never had any problems with the new versions of WB. Other than an app that would crash if it was skinned but that has been fixed.
