See the file PM2008Manual.pdf and go to page 16. There are some shortcuts listed there. You can find this file in the directory of wherever you installed the game, (typically C:\Program Files\Stardock Games\The Political Machine 2008).

Please go to "My Documents/My Games/PolMachine2008/". Once there, look for a file called "debug.err". Open this file with notepad. Copy the entire contents of that file and paste it here so I can take a look at it.
If you are referring to an Impulse problem, you should post it in the Impulse section of the site. That way, Impulse devs can look at it. For best results, you should also explain what you were doing, and what went wrong.

Now that you've updated your drivers and restarted your computer, can you run the game and then repost your debug.err file here? It gets overwritten each time you run the game.
