A "hot activation" of icons option - single click or hoven+single click might be nice. Assign a hotkey to individual fences to bring them to the front (like Windows-D but for just that fence). Double click on a fence title to open all icons within that fence (hmm, could get messy). I second the scrollbar idea - or perhaps have them only appear when you put the mouse over the fence. And/or maybe use a custom one - the system ones look a bit out of context compared to the fence.

Nice article and I agree - a good user interface make a big difference to a game. Add in good camera control (for 3D games); simple, logical, flexible (in other words intuitive) control systems; and a flexible (i.e. not checkpioint based) save system and I'm much happier. No single application can access more than 2GB of memory in 32bit Windows XP. However, you will currently be losing some of your existing 2GB to the system - so adding an extra 1GB could allow games to get their full 2GB - if they actually need it. You may get more benefit from checking what memory your motherboard can handle and upgrading to faster/lower latency RAM. Also - check the BIOS settings for your RAM - do not trust the "auto" setting on your motherboar
