Trying to balance the points out to what is offered is self defeating. The points should be used to determine how good a candidate is. If you have a character like Alf Landon or George McGovern then you may not even use all the points. You want to add ulterior motives to anyone, the person would be Joe Lieberman. As a Democrat his seniority puts him in line for those positions. As a Republican he would be in the same category he was in the previous minority. Staying an independent locks him out completely. Lieberman was the Democratic nominee for VP. Allen is dead in the water after his defeat. Rice has vehemently denied running. So far the only person that has filed is former Iowa Governor Tom Vilsack. A very simple way to make new candidates is to have the game do it for you. Simply create the candidate in the game and then edit the candidate file in the data folder with notebook. That way you are not bound by the point restrictions of the game.

Independents are considered in the equation. If the candidates are not winning over the people in a state, then a certain number of them may go independent. You may notice that if you add the percentages up for the two major candidates, they don't always equal 100. I have nothing to back it up, but I believe the more negative advertising is done, the more independent vote comes out. Getting 5% nationwide with an independent is considered a great run.
