The best honest advice I can give is to read the manual. You will figure out a way to play the game that fits your style.

Heh, why would you want Steam eating up resources for a non-steam game? Try Trillian for IM and Ventrilo for voice. Much, much lighter weight, and no intrusive overlay.
Yeah, but how would the game work without Pirates eating up the majority of your resources, either through attrition or bribery? It's clear that Pirates are necessary, taking them out might as well be adding an "I win" button to the UI.
I was speaking in terms of the fudge factor inherent to all these types of games, not the actual representation of it in game.
Inflation is not explained at all by any of the documentation in CIV, so you tell me what it is and why pirates aren't the same thing. Your reply is pretty nonsensical.

Totally unnecessary. Spend the 5 bucks on a mouse with a wheel, then, just put the cursor where you want to zoom to and flick the wheel forward. It's flawlessly smooth from 1 ship out to the whole galaxy, and back in.
You build them on the planet's surface when you want to increas the number of logistical structures that planet can support, i.e., if you need to build labs but are out of logistics slots, you need to build more logistics slots to support the new labs.
Dunno about the manual, but you can raise fleet capacity through the "Fleet Capacity" tab on the research screen.
