First, where do you find the manual after you download it and 2nd, how do you raise you fleet capacity in the game, or is it impossible

Dunno about the manual, but you can raise fleet capacity through the "Fleet Capacity" tab on the research screen.

The manual is in your root Sins install folder :)

The manual is named manual.pdf and can be found in the same location as the game is installed at.

To raise fleet supply, simply research it. It has it's own tech page separate from the military/civil techs.

In the research screen there is the "logistics" tap, in there you upgrade you fleet cap.
