No, it didn't. It came out around 93/94 for OS/2. That was Brad's first love in the computing world. I remember this because I read all about the history of the company on the GalCiv1 website. He was in college at the time, there was a publisher shopping around for developers to make OS/2 games. It was down to him and some other college student, but Brad was chosen because he had a company quote unquote, called Stardock. I don't remember if he had legally formed it as such at that point, but
I typically stay out of arguments, but I do wish to point out that GalCiv is most certainly not a clone of MoO, since it's original iteration came out in the same timeframe as MoO.

But anyhow, here are my thoughts: Interesting choices - Having tooled around a fair bit with Beta 2B, I'm inclined to agree with the idea that using up essence to start your kingdom up and running is kinda bleh. Mostly because, as far as I can tell, there is no way to replenish essence aside from levelling and my experience thus far has had me deplete my sovereign's essence far faster than I would like. <

It's probably because GC OS/2 was a simpler game than GC Win. The original didn't have starbases I don't think, and the inclusion of those would definitely have thrown the AI a curveball.
Regarding the Borg, I think the reason they don't take asteroid fields is because they have no ships that can do so. At least, not as far as I could see from playing as them. The only way to do it is by building a unicomplex near them and upgrading it to have the assimilation ability. But even then, you don't gain any income from them, so taking them is moot except for the purpose of depriving the enemy of them.
