Yes, that's exactly what it is. Every time I select a stance to take, it changes every issue to that stance. I'm sorry, I'm not really sure how to be more descriptive, that's pretty much all there is to it.
It makes the game pretty much unplayable... Any known fix? Seems to happen when making an ad as well.
