Thanks. You're correct. The mistake I was making was putting the amounts in, then going into the game to edit the character so I could verify the amounts I put in. I think this was resetting the amounts. I took the character through a match, and his amounts in the XML file stayed the same.
So, maybe I'm overlooking something here. I've scanned through several posts and I didn't see anyone ask about this. The problem that I'm coming across is that I'm trying to create some candidates, but I only have a cap of 100 points for the platform points. Is there any way of raising this allowed number?
