I have just completed my 3rd game of 2020 (I played 2008 and 2012 I believe, but not 2016). While playing Joe Biden I keep losing California which seemed weird to me. So this last time I just camped out there for a large portion of the game running adds and giving speeches. This obviously a bad strategy overall and as such I lost 66-33 overall. What is strange is that I lost California 89-11 and it said the reason was I had an issue score of 0. This was not true
