Califorina Bug

I have just completed my 3rd game of 2020 (I played 2008 and 2012 I believe, but not 2016).  While playing Joe Biden I keep losing California which seemed weird to me.  So this last time I just camped out there for a large portion of the game running adds and giving speeches.  This obviously a bad strategy overall and as such I lost 66-33 overall.  What is strange is that I lost California 89-11 and it said the reason was I had an issue score of 0.  This was not true anywhere else.  The other 49 states acted about how I would have expected them to.  Is this a known bug?

Same problem with Texas when playing as Trump vs Biden (happens on occasion). This issues seems to fix itself when restarting the game. Very annoying. I tried the same things you did and tried operatives, speeches, ads and spend literally the rest of the game 52 week session in TX and couldn't flip it.

I've had this too so it's probably something wrong. Haven't had it with Texas but with California
