Since the Republicans insist on a strict adherence to the Constitution and feel obligated to ask any challenger for a birth certificate, I'm sure they wouldn't be so hypocritical. Go into Notepad and paste the information data (the one with name and issue ratings and such). Save as FirstLast.CANDIDATEXML in My Documents\My Games\PolMachine2008\Candidate. Then paste the appearance data and save as FirstLast.candidatecfgxml My Documents\My Games\PolMachine2008\Candidate\Configs.
