I can't imagine why anyone would want GalCiv2 on a handheld. Forgetting about the memory requirements that would simply make it almost impossible to do, this is the type of game that gameplay would seriously suffer without the mouse and larger screen .

Ok I found it. It seems it is possible. I thought it was further down the tree but it is in Xeno Ind Theory and the Thalans start out with that. I guess you just need that money in that case. I agree, it seems to be a dumb move but at least it is not a case of cheating or a bug. Here is a link to another discussion: Link

Now I don't subscribe to theory that the AI cheats but I cannot understand how this could happen otherwise. Does anyone know the formula for how the advantages (dice roll) are caculated for planetary invasions? The manual only gives the factors in the calculation, not the formula. It seems to heavily favor the attacker, much more than the 5 point bonus mentioned in the manual would seem to indicate.

Also, anything wrong with static instead of dynamic allocation? If a person is nio technically inclined, they should have windows managing their pagefile and only modders would really be in need of multi-tasking benefist of dynamic mem use. Does the 4 starbase limit apply to all starbases or just on per civilization basis? In other words, can I have 4 in a sector that has 4 from another civilization?

I know that starbase modifiers only affect those colonies in range, but do starbases mining resources affect my entire civilization or just those colonies in range? I have been watching V 1.1 auto explore and one pattern I see is that the vessel only uses half of its sensor range. If you have an area it is searching and lets say it is following the edge of the area that has already been searched, instead of using its outer edge of sensor capability to line up with the edge of what has been explored, it lines up the ship on the edge of what has been explored. I have found times where I wonder why more ships (colony and contructors) are not being produced and I go look and find multiple ships in orbit at several of my colonies like I did not send them somewhere when they completed. I know I have not been notified that they were complete. This has happened enough to know its not just my forgetfulness. Has anyone else seen this?

On V 1.1, gigantic universe and 3 AI players I get to this same point and cannot get past. I go back to the last good save and restart and everytime I get an out of memory error and the debug.err has two assertions as the last two lines. Just before it stops, everything slows down and then the next save never completes. I have 1 GB RAM and my virtual memory is maxed out to 4096. Bummer, I like the game and it could be great but cannot seem to finish a gigantic universe and I so like to play

I started with the retail shipped version and went through 1.0.x.2 and then to 1.1. I could not tell any difference in the way they explore between versions. Your comment is also something I have seen as well as another ship auto surveying in the same area. While the connection between surveying and exploring might be harder, there should be some attempt to avoid one another.
