WindowBlinds skins almost never include icons anymore. Even if they did, you need to install IconPackager for them to work. Your best bet is to install IconPackager and then find a nice icon package that you like. https://www.stardock.com/products/iconpackager/

I agree with WOM on all points. You're either a contestant or a judge, not both. Blind judging is impossible because you can easily recognize an author just by their style. Besides, if someone wanted to cheat, they would give low scores to skins that were better than their own, regardless of the author.

Are you running any distributed computing software that uses free CPU cycles, such as SETI @ Home or Folding @ Home, etc.? There's nothing wrong with using them, but they will cause your CPU to always be at 100%.
PocketBlinds won't run on Palm OS. It's only for Windows mobile platforms.

I just resubmitted the skin file, so hopefully the download link will work now. The issue seems to be that only the edges of the toolbar background image are painted on the toolbars in IE and Explorer. It's not just you, this is happening here as well. In other apps with toolbars, such as SkinStudio, the toolbar background paints correctly. I have no idea what's causing this, but it seems to only happen with WB5. My laptop is still running WB4.6 and it doesn't have this issue.
Unfortunately, it's one of those. You can't change the text color for the flashing task button. It will retain the text color of whatever state it was in before it began flashing. That's not just the normal state though. Activated tasks can flash too, such as when you have grouped tasks and one of them is active when another begins to flash.

Menubars can't be skinned on windows with per-pixel frames. They should take on the colors set in the Classic Colors section of SkinStudio though.
Make sure the icon package you're using contains 96x96 sizes. Jagged edges usually appear when you use icons at a size they don't support.
It looks like you have an old version of Skinstudio Pro. You should have an attribute there called Background Effect. In code view, you can manually add BackgroundEffect=10 to the [TaskBar.Horz] section.
No, you can't remove the shutdown/logoff text on the start menu. The best you can do is make it the same color as its background.
