[0.982-0.983] Damage in spell tooltips

Damage in spell tooltips do not match (28 is not equal to 14):

It seems bottom tooltip doesn't take into account sovereign traits: Warlock, Path of the Mage, etc.

Noticed this as well, though it's actually just a display bug. The damage showed in the spell description is correct; the mouseover damage is wrong.
