We found out the cause of the bug (and how, surprisingly, it's not so much a bug as one might thing) and a fix should make it into the next patch.

The reason that the orange cursor is contained within the window is that it is a software cursor; switching to a hardware cursor will eliminate that issue (and it's what I use all the time). The problem with the setting not between remembered between gaming sessions has been fixed and will be working as intended again in a forthcoming patch (due out very soon). In the mean time you can go into your Prefs.ini file (in My Documents\My Games\PolMachine2008) and change the "HardwareMouseCur
The way the game is structured enforces a pretty rigid two-party system for games. For the campaign we had to keep in mind that both campaigns had to be relatively balanced and paced the same way and, second, that we definitely wanted to get some of the (much) older presidents in. But, yeah, the real point is that we couldn't have George Washington assigned to the "I'm not a party kind of guy" party (which, semantically, is still [I]kind of[/I] a party).

If you're having a white screen that is almost certainly an issue with the graphics card not supporting Shader Model 2.0 which the game absolutely requires. A white screen is indicative of a video card not supporting Shader Model 2.0 (which is required for the game); this is something that required the hardware to support the feature in order to run it and cannot be patched in by software. The GeForce 4x00 series also has no hardware support for Shader Model 2, so that's most likely your problem.
FDR is in the game; he's one of the unlockable candidates who is unlocked once you beat him in the campaign.

The minority and religious appeals give a candidate bonuses but the caliber of bonus and where the bonus is best applied is... Kind of invisible. It does benefit you but it's pretty hard (impossible) to determine exactly how. The data is actually there, there's just no real easy way to visualize it in-game.
