This would be similar to the concept of a maximum "mass" for ships that can be increased by researching the appropriate technologies. The game does not restrict how you use the available mass, it just enforces the maximum limit.
I don't think you need to limit the number of modules on a generic star base.
do not have enough trade licenses then it stops at the end of each turn.
I found sending stacks of freighters rather than individual helps with this, and sometimes gives you negative trade license. If you have 3 free license and a stack of 6 freighters arrive at a world, all 6 establish trade routes and you see -3 licenses. But yes this is a pain.

After looking at volley a bit more, it hit me that volley is trying to fill the role of tactical combat. Get rid of volley. Allow battles to be fought with the player controlling his ships (tactical combat), and give the player the option to auto resolve the combat if they want before or during the battle. MOO2/ISP has this down solid. I want the option to fight the ships I design, not have the computer do it, and fail to understand the intent of the ship.

I find being able to send a colony ship to a planet on the planet list very useful, that got me thinking. The fleet icon on the upper right show when a flag needs to be upgraded. You can look down the list and see which ships specifically need upgrading. 1. You can't sort the flags needing upgrade to the top of the list. That would be nice when the list gets long. 2. You can't open the upgrade menu directly from the fleet list. 3. You can't apply it
