By creating policies, do you mean editing issues? If so, do the policies you've mod'd appear at the top of the voter's list of top issues? At the end of the game, what were the top deciding issues for voters?
The number are seeing is the change in your polling numbers which are in turn based (in part) in the change in your candidate's awareness in the state. If it is at 100%, there's no change so in the display. Hope this helps!
Glad that you like the interviews! The interviews can technically use any of the stats for determining responses. Intelligence is the by far the most common one. What candidate are you playing? Do you recall which interview question it was?

In regards to the Russian Issue, issue description outlines that the pro position is that the US should actively oppose Russian whereas the con position is to solve our differences diplomatically. We'll take a pass on the issue names to make it a bit more clear.

We'll definitely be updating content (issues, candidates, etc.) over time as the election evolves.
