i have this issue as well, will only clear if start10 is reinstalled this issue occured after the windows10 1511 update
i have this issue as well, when i tried to clear recent, the list wont clear i noticed that this issue emerge after the windows10 november update, im at windows 10 version 1511 edit: after reinstalling start10, the recent list is finally gone
