It also occured to me that you coulduse that clout to muddy it up. You'd want to do that shortly before 41 week, so that your opponent couldn't fix it.

Okay, one other thing: does the game succesfully model IF you come out for an issue in one state, and conflct your message in another? Even if you cancelled your ad for the opposite viewpoint? I would think there should be some way for your opponent to capitalize.
