I'm sure I'm missing something obvious... in Galactic Civilizations III GalCiv3 Forums

..but why can't I build buildings on my homeworld? Everything is listed as completion time N/A. I have my govern settings at 50/50 manufacturing v research, and can build on other planets, just not Earth. What am I missing?
