I think the Pacifist party gives you a bonus to pop growth, and there are some bonuses you can "buy" that also give a bonus. Other than that, the planet's quality and/or random colony events determine its growth. It's very beneficial to build a Soil Enhancement as your first Social Project on every planet, because it increases pop growth relatively quickly.

In screenshots where you can spy on other races. What kind of information do the spies give you? Can they sometimes help you influence that civ, like swinging an election one way, or convincing their citizens an alliance with you would be a good idea?

I think it would be an excellent idea to take all the backstory and make a book series. A lot of other games have done that (or at least set the story in the same universe) such as Alpha Centauri, Diablo, Halo, Baulder's Gate, Crimson Skies, and many more that I can't think of at the moment. Many sci-fi fans would drool over the backstory to GalCiv.

In SimCity you can play "scenerios" where you must reach a certain goal (like stopping the Great Chicago Fire and rebuilding the city in 20 years). T think using Constructors to build Mining Colonies is a good idea. The colonies can be upgraded for more ability like Starbases, and certain modules can be build only if you are good or evil. Evil empires can build Prison Facilities that use forced labor to increase production, but lowers morale on nearby planets (if you know you will be sent to mine, you are gona be scared). I've got a suggestion for the storyline. World War III broke out in the 2050s and wiped out a third of the worlds population (let's say 3 or 4 billion). Then sometime in the 2090s, we have World War IV, which is a nuclear war.
