I just started playing SOA2 yesterday (I actually got SoaSE just so I could play this mod) and my first game with the Federation went really well. So later, I decided to play as the Borg, however, I noticed that one of their science buildings requires 12 civilian slots (so if I place one of those, I pretty much can't build any other civilian structures on the planet) and I look at the tech tree, and the tech tree requires me to have like 8 of them in order to research some
