That should be pretty easy. Most of that is covered in the weather tutorial. As for the weather code, that is a bit more difficult. Rainmeter can't do that natively. I know poiru made a small program that found it for the user, but I don't know which sites it work for. GetWLC

You can merge the weather skin and the clock, but it would require modifying the code quite a bit to make it work correctly. Also be careful if the skin your copying code from uses @include=whatever. You probably need to include that in your skin too. If you could explain a bit more what you're trying to do, then I could give some more specific advice. There's some tutorials on the Rainmeter website. I've also written a few tutorials over at deviant art

And it's being actively supported. The only thing I can suggest is make a few Rainmeter skins and see which you like better.
Needs more Rainmeter. Here's the latest one I've been working on. It's about half way done.
