I just lost one by 12 million votes yet won the election, 300 votes is nothing! I'm not sure they've got it at 100% turnout (and clearly this changes from one game to the next) but they do have it higher than it should reasonably be. The electoral vote alteration thing might be interesting too, you could set it up so that there are no Senators in the formula (so each State has two fewer electoral votes) reducing the power of the small states, or maybe you could set States to a PR

I am consistently winning the electoral vote while losing the popular vote, in fact, the only times I'm winning the popular vote are when I win by big margins in the electoral college (like 350+) EVs.
