Right now he isn't an unlockable character in the game, but you can create him though in the figurehead editor. In another thread in this forum there is a topic about FDR where one fellow made a pretty good look alike.

I was thinking about building HQ's at work today (slow day) and I came up with this. If we're talking money only and forget about awareness for the moment, a level 1 and level 2 campaign HQ will pay for itself in 25 turns. A level 3 HQ will pay for itself in 20 turns. A level 1 HQ costs $250k and gives $10k a turn, so thats 25 turns for it to generate $250k. A level 2 HQ costs $250k + $500k and gives $30k a turn, so thats another 25 turns for it to generate $750k. The Democrats you can unlock in the game are Carter, LBJ, Woodrow Wilson, Thomas Jefferson, & JFK. As for the Republicans you can unlock, they're Grant, Nixon, Roosevelt, Reagan, Lincoln, and Washington. There is one less Democrat to unlock because you play Clinton in campaign mode and he comes unlocked already.

Hey there, I was in the middle of going through the Republican's and unlocking them when I noticed the AI had a Fixer just sitting in a state and doing nothing. Usually when we buy a fixer, they sit off to the side unseen until we unleash them on an opposing operative. I was thinking about this before. Yea if you look at the counties map it would look like a sea of red with blue spots where the big city areas are at. But I prefer the way we have now. There is some suspension of disbelief when you play this game. Like a candidate in California giving a speech (5 stamina) in the game is representing the candidate making a trip up or down, hitting different big cities along the coast line. I haven't beaten Washington yet, but I did beat his blue equivalent last night, JFK. My strategy was similar to Tim above and should work the same.. Weeks 1 - 30 I was working on getting as much weekly income as fast as possible and putting HQs down. JFK was a bit tougher than Jefferson for sure. Boy he just never runs out of stuff to do during his turn. But I stayed with my same strategy and was a late come from behind victory. I couldn't believe what happened my next time around. I might have just had bad luck the first go arounds with Jefferson. This time around I was of course behind 3/4 into the race by around 6 points nationally. Nothing to get excited over. Hey folks. I've been enjoying the game a lot so far. Of course like a lot of you out there, my goal is to unlock all the characters in campaign mode. I started off unlocking the democrats.
