I'm not having any trouble with Dread Lords or Dark Avatar, playing just fine. It's just Twilight that isn't installing correctly.

I tried your suggestion about editing the prefs ini file. Setting it to the higher res that I'm using on my computer resulted in a blank screen lockup that I had to c-a-d out of. Setting full screen to 0 got me back to the original problem. In regard to the suggestion about clearing out the custom race files, there weren't any. I'm thinking that the game didn't install correctly, even with three attempts. It didn't create a shortcut and it isn't listed

Can't start a Twilight game in Galactic Civilizations II Stardock Forums

I installed TA from Stardock and it didn't create a shortcut. I found the launcher and started the game. I can configure the players, etc, but when it gets to the "loading game" part, it crashes. I used the uninstall button at Stardock and then installed again. Same result.
