While I've been mostly enjoying Twilight of the Arnor, I do have to wonder a few things about the techs. Namely, at least one (if not more) tech has as its description "TODO: This is a new tech for Twilight of the Arnor", and a few of the techs seem to be little more than what is found in the brief technology summary. Considering that your governments start out as empires, public opinion doesn't mean that much. How the manual describes the "remains" of the Xendar also suggests that humans are most definitely not above genocide. Worse even, at least the Drengin take slaves. The Terrans didn't even do that much.
