That's a bug. Normally it's a tactical map, with units and everything. Basically, you need to auto resolve.

Using both expansions in Sins of a Solar Empire Sins Forums

Is it possible to have both Entrenchment and Diplomacy features going simultaneously and I'm just missing something terribly obvious? I can only seem to have either one or the other going (or the base game) at any given time.

I'm also having this issue, running WinXP, NVidia 8800 GTS with the most recent drivers. Tried changing game resolution, but still crashes after the Stardock logo intro video.
