It has to do with game mechanics. Regardless of the cost of a ship, the game always has to devote at least some military production to building it, even if it's just one little shield, and even if it takes just one turn. Without it, it can't be built no matter what you do. All buying a ship does is reduce the cost of the ship to 1 BC anyway.

We--as a species--have already encountered non-human intelligence, in the form of Neanderthals, Homo Erectus, and others. When you purchase the bundle, you can download the current beta, which is the last beta released, though this beta lacks a significant amount of content being placed into the version to be released in about two days. That's your problem right there, the population. It is not worthwhile to have populations over twenty billion. You should do something to cull your populations down. I suggest removing something that takes the population limit down to twenty or below on all of your planets.
There are actually a few good aspects to certain elements of game piracy, but only to the elements that pertain to games that are difficult to acquire/made by companies that have since gone out of business. I call for a bit of in-depth added to the spy system too, for the purpose of diplomatic issues. The AI already recognizes when you pull the trick of placing transports near their planets(I LOVED IT the first time I saw that hilarious "Stop...just stop" message.) I was experimenting with ascension victory too. No techs to advance it so far as I've seen. Worse, ascension bases can't even have any sort of defenses or other modules added to them, which means you have to very carefully protect them. You can't lose aura points though, so that's not a worry. As for the number of points, it's one per base, per turn, meaning that you have anywhere from 1000 turns to 200 turns for an ascension victory, and usually somewhere in-between.
Specifically, I get the error when I return to the game, not when initiating the alt-tabbing. Let me repeat it and grab a screenshot. Interestingly, it seems to only happen if I wait awhile before returning, though I have no idea what that time period is. More than a few moments, at least...to the point where I don't think I'll be able to get a screen shot. But it's just a little error.
Alt-Tabbing out gives me a fatal error of some sort. Terror Stars almost always have to be selected by clicking on where they had been before they destroyed a star. (Fortunately the ship list selection is unaffected.) In addition, whenever I used something like auto-attack and hit next turn, the turn button would disappear and I'd have to hit space a few times to let the various actions that were supposed to be running finish running and then have the turn happen before the tur

I've been reading up on various strategies and I notice the Spin Control Centre coming up in several of them. I've never used it before since it didn't seem worthwhile as the game description seems to indicate that it is useful for only one planet. But the strategies all mentioned it having an effect on every planet in your empire. Is this what really happens? If so that means it's much more worthwhile than I thought.
