There should be henchmen in your train unit menu to recuit from any settlement. If there isn't you'll need to design some. Just design some trained units as switch the tab to henchmen vs male or female.
Playing with a faction with knowledge and civic perks you are not able to build the market after researching the trading tech. I have not verified this with standard factions but it was repeated with two different custom faction with the same perks. This is for all cities. I verified that the city has space to build an new improvement and that is also has the merchant already built.
Repeating the use of the Altar quest scroll has generated several quests. Most of these act normally for about the first 5 usages. After that the quest location become inactive. Meaning that when a sovereign or a champion walk over the or onto the quest there is no prompt to start the quest.
