It only says " reduce the influence of a target foreign planet ". "Foreing" does not mean I need to be at war with. If it's so, I think the text should be more explicit.

I'm quite new to this game, although I'm a GC2 player since years. Did you consider an option for putting labels and make draws on the map ? Just like in Civilization 4, I found that feature very comfortable to plan my moves and put reminders. Thank you.
