Can't use windowblind skins downloaded from another site

I download bootskins/icons/logon screens/welcome screens and I can save them and extract them, but after extracting them, I go to apply them and they're not there.

Ok so when I download that skin and then when I go to open it and it says needs password, just type it in and see if it works? Also, after you download certain ones, when you extract it, does it automatically put them in the places they need to be?

How come when I get things from this site, some of the things have password locks on them? I downloaded pointers, desktop themes, and log on screens to make my home pc look better, but I only could use the desktop wallpaper. Help please! Thanks Brian
