I'll agree with the fact that if you miss that a constructor has made it to a starbase you don't know until you've checked all bases. A base which has an upgrade available should perhaps behighlighted somehow - blink? - so that you can see something needs to be done. And would also be nice to recover a constructor if you need it elsewhere or made a mistake in sending it to that base.
As the name implies a starbase that has usuable constructors docked with it should be highlited so that you can build modules. Easy to miss when a constructor reaches its destination especially if you are focused on another area altogether.
