Colonies to slow to get up and running later in the game. in Galactic Civilizations II GalCiv2 Forums

Maybe i'm missing something, but later in the game, getting a new colony up and running takes ages unless you got cash. At the start a factory takes say 10 turns to build, but after a few tech advances Manifacturing centers take 100. Any way to build a 1st generation improvement and upgrade it later?
