What i suggest : The Majors are just the 2-10 players (AI or Human) with the most cultural influence. And only the Majors can VOTE in the UE (but the minors can BE in the UE). Then, make more uses of the UE (Few uses actually). I love this idea <img src="http://images.stardock.com/gc2/T_DL
