The Geneva Conventions ARE Guidlines!!! They are specifically written so as to allow the Post-WWII powers to continue unfettered within their own realms. The GCs and the UN were their way of securing the post-war status quo, even if they eventually declined or were eclipsed by other countries. That is why Genocide (the main impetus behind the GCs and the UN) is still so hard to define and act on (even with Rwanda and Sudan as pretty stark examples).

The change to the endorsements is perhaps the most significant quick-fix I could have imagined. There is no way certain candidates should be getting minority support or gun rights support.
