I like the point Paul made... The problem is with every law and act that was made will get abused when people have nothing else to use, specifically law enforcement. I personally live in a state that does such a thing. Which is not enforcing laws that are created but only using them when another law is broken or there is nothing else to use. People only use these laws on a one way street and not fulfilling the original purpose.
