Can I get semi-transparent inactive windows from using Windowblinds or WinFX maybe? If so, how?

HELP...WindowBlinds between Users in XP? in WinCustomize Talk WinCustomize Forums

I have XP home and I installed Windowblinds 3 under one user and got a skin going, but when I hop on as another user, the skin doesn't apply across. Furthermore, under the second user, there's no Windowblinds button in the Appearance tab and Stardock's Component Manager says I can't re-install Windowblinds because it's already installed. How do I get skins going on multiple users. Am I the only one with this problem?
