cannot build on tiles with normal items like Manufacturing or other tile options, only special build items?

maybe its me, maybe I don't understand this is a Xendar thing: I cannot build normal items like Manufacturing or Housing, etc. on a planet tile, only the special tile options are available. Is this normal for Xendar (cannot build normal tile items) ?
Hello, I'm currently playing them also and that is what I determined. I believe you have to research techs that give you the buildings to build on the core worlds.
I agree tasgilt, thanks for confirming I am not loosing my mind (I love this game). I have not yet found any techs that allow building the standard tile items...maybe you are correct, but I suspect this is either something intentional to the race, or a bug...LOL.
The Xendar are not supposed to be able to build districts. They are supposed to rely on population.
thanks DivineWrath. I may play them again now that I know its not a bug that I cant build the districts (thanks for terminology "district"...I swear I knew that was the correct word to describe what I was trying to say...ROFL).
