Much Higher Quality Planets?

Upgraded to .81 after not playing for a couple of months, and started a game with everything on slowest possible speed. I've noticed that the nearby planets are unusually high quality -- like 17 to 22 -- higher quality than I've previously seen. Design choice or some sort of bug? This has recurred over multiple restarts.

Intentional. Many folks wanted more planets that could be made into good or at least half decent core worlds.
