Z-order issue on planet screen

Version: 0.77 Beta
Details: In some cases, popups are not visible because they end up behind other content 
How to reproduce: 

  1. Open planet screen
  2. Click Tech on top left corner
    • note that the Tech window does not appear
  3. Click on a citizen on the top right as you would to change their occupation or imprison them
    • note that the Citizen Orders popup does not appear
  4. Close the planet screen
    • note that the Tech window is visible
    • note that the Citizen Orders popup is visible

Can anyone at least acknowledge that this problem exists? I still experience it in 0.77a Beta.

I just tested it. I think this bug is still there. It doesn't appear to be a big problem though. It doesn't lock the game up, so I don't think this will be a high priority.

Priority is relative. It's clearly not a critical bug but it was also frustrating to encounter. From the developer's perspective it's just a z-index issue. From the player's perspective, you can enter a state where the Citizen Orders popup is inaccessible.
