Small planet morphs to class 77 when colonized

Playing v0.5 I had to planets morph from class 3 to class 77 upon colonization. The planet details show 61 available tiles - a bit less than 77, but still plenty |-)  

Is this an intended random bonus, or a bug?

One of the planets behaves "normal", the other has a population cap of 3 despite having five housing districts and bureaucratic offices which should combine to a two-digit population cap.

This had happened to me at least 4 times in one game. Most of the affected planets were class 1s at some point.
