Caught in Loop

Same options keep popping up

Ok go easy on me I have never used a forum lol. So I played a game a few days ago and stopped when I noticed about every 2 turns the same choices were popping up. Last night it happened again. This image is from one turn ,then two turns later the second image. Rinse and repeat.. turn 330 Turn 327

I've encountered this before. Fortunately it was when I nearly won the game so I didn't have to deal with it for very long.

I've taken about 110 more turns (trying to work through the tech tree which so far doesn't do much) and it keeps popping up over and over...it definitely needs some fixing
