These are direct links to Fences 3 (the current version):

https://www.stardock.com/products/fences/download-trial that will count down from 5 before it starts

or:

https://cdn.stardock.us/support/uploads/Fences3-sd-setup.exe

If the initially are not working, try a different browser (Chrome, FireFox, Edge).  If they still fail, and you are at work, they may be being blocked (we are a gaming company too).
