um... you can switch back and forth instantly by flipping ime (input method editor) within windows for free... so you have 2 ime.. english and hebrew (or more, depending on how many languages you want!) .. there's even a key shortcut for that (left alt + shift. can be changed to whatever combo you want.)
seriously... try adding hebrew ime like i said above and see if it works ok for you.. i'm looking at the preview and it's got hebrew characters corresponding to whatever keys.. (i ain't adding ime to my windows... i don't type chinese but if i seriously need to write some.. i'll use the ancient bamboo pad and write it.... or google translate.. yeah.. it sometimes works.)
there's no real need to pay for ime nowadays. everything can be done in unicode. (well... ok.. some programs don't support unicode file names.. but you don't need that for plain old typing.)
