Hi,
I've started work on a 1960 mod. As default, this will be a scenario for TPM 2008 as 2012 doesn't support scenarios. If this becomes popular enough, then I may make this into a 2012 mod as well (system is similar, so it shouldn't be a biggie).
So why 1960? Because I think it was an interesting, close race (closer than the final numbers might suggest). I also think the current issues relating to the cold war or civil rights will make for an interesting game.
1960 will also be much more unpredictable than 2008 or 2012 and give the candidates more options. The population is much less polarized and less partisan than in modern times (I will simulate with an average much high percentage of "independant" voters in each state than in 2008).
Many 2000s issues will not be present - green energy, gay marriages etc. Instead the issues will include specific 1960s problems -, Martin Luther King's arrest, preventing the spread of communism, the space race, nuclear war doctrines, segregation, castro in Cuba, Quemoy&Matsu, Eisenhower legacy etc.

1960 electoral college - done
1960 state voter populations and racial percentages - done. (Overall the 1960 game will have less total minority voters in the popular vote, but said minorities are more concentrated and can make a hige difference in some states. All info based on official US demographic records)
1960 voter population age groups - not done. I can't seem to find accessible detailed age demographic info. When I do find info, its broken up in unamanageable age group divisions (inluding non-voter age for various states etc). I guess I'll have to skip this one, as it doesn't seem to have a big impact on gameplay anyways. I'd have to manually sift this out and tbh it would take FAR too much RL time to make it worthwhile. I'd rather concentrate on things that make a big influence on the gameplay like issues.
1960 issues - being worked on. Some will feature new graphics. If you have any particular suggestions what should be in, let me know.
1960 candidates - being worked on. These will be the historical Richard Nixon and Henry Cabot Lodge jr for the republicans and JFK+Johnson for democrats. Alternative choices planned are Barry Goldwater and Nelson Rockefeller for the republicans, Aldai Stevenson and Hubert Humphrey for Democrats. I may add George Wallace as a democratic anti-civil rights option for those who'd like to try that strategy. Overall more candidates may come once the mod is done and there's any community interest in the mod.
BTW, candidates will be made from scratch by me, so as not to get into the whole "don't bring TPM 2008 stuff into 2012". Its fine by me, since these will be adjusted to custom 1960 issues anyways. Also, I believe my Dick Nixon is better than the vanilla one 
Dixiecrats - can't be done under the current 2 party ingame system. Sorry guys, I know its been a big part of the 1960 election but it CAN'T be simulated properly. I can either do nothing about this, or I can lock Alabama and Mississippi (and 1 from Oklahoma) votes from the game alltogeather. I'd rather not do this tho.
