Cool thanks. As I suspected, you are in fact running the retail version of the game (1.0). I think the version is up to 1.5 now with all the free updates that have been released since then. You'll want to get those updates so we can narrow down what is happening.
I'm going to assume that you don't know about Impulse, so I'll explain below:
When you installed Political Machine 2008, it will have also installed a program called Impulse, which is a free program that Stardock created for users to get free updates for games and other software. This program will have been installed to Start->All Programs->Stardock/Impulse. If you can't find it for some reason, you can go and get it here: http://www.impulsedriven.com/impulse_setup_full.exe
Anyway, once you have Impulse, run it and log in using the same user name and password that you talk on the forums with (this is your Stardock.net account and will work on all Stardock game forums, etc..). In Impulse, click on the blue orb in the upper left hand corner and select "Register a Product". Use that page to register your copy of Political Machine 2008 using the code that came in the box. Once that is done, it will show up in the My Games tab of Impulse. You can update it from there or by going to the Updates tab.
Once you have the updated version of the game, and have restarted your PC, try to run the game again. If you are still having problems, repost the entire contents of your new Debug.err file (it gets overwritten each time you run the game).
